Details: Killed hard ragnarok and got 220 element. Total is supposed to be 410 so if my math is correct i was shorted 190.

Quick question first to cover the bases: Did you check your dinos for the element? The dino that gets the killing blow on manticore should have the 190 element on them (yes your math was right). This has been forgotten before and just want to make certain.
